The starting point for the POSEIDON pilots were the experiences made in the socalled "Grätzlmanagement" in the 2nd and 20th Viennese district. Originating from the 19th century, the "Volkert- and Alliiertenviertel" in Vienna´s 2nd district and "Wallensteinplatz" in the 20th district are densely built-up inner-city areas with structural and social problems. A high concentration of immigrants at about 40% shape the population structure of 27,000 inhabitants in both areas.

Some of the buildings are in bad shape with substandard flats, facades in bad condition and problems of over-occupied apartments mainly by immigrants. The rate of unemployment among the inhabitants of the 20th district is about 21% - the average in Vienna is about 7.9%. The average income in the district is 84% of the average income in Vienna. Both areas are situated near the "Augarten", a big inner-city park, but the public space in the quarters itself shows a lack of green space and close recreation areas. Small shops are closing, which has resulted in a bad shopping infrastructure for the inhabitants of the quarter. The neighbouring brown fields of two old railway stations, which are not being used anymore, create a barrier to the northeast and northwest, so that the "Volkert- and Alliiertenviertel" is only connected to other residential areas of the city to the south, which may be the cause of this structural development.
